Correction: the "move to" menu on a task that does not belong to any category should be named "add to [category]", since the task remains under the query. The "move to" menu on a task that does belong to a category should be named "move to" (or "change category to"). Alternately, in both cases the menu could just be named "set category to." I think that would be more clear than the current name. It depends... if a task is already in a category the action will move it. I agree that this inconsistent and should be fixed though but we may need to change the meaning of the menu (bug I suggest just changing it to "Set Category" since that covers both cases and is a clear improvement over the current name IMO. +1 should be easy enough.
