It seems that the important part is to "hold" the mouse after the click. For me the immediate click-and-drag works on both active and non-active tabs. For me, on Mac 32bit, I can't drag either active or non-active tab if I were to hold a mouse in the "clicked" state for a little before moving it. (It seems that tabs are activated on the mouse-down event rather then the mouse-up? The non-active tab gets activated while a user is holding mouse in the "clicked" state.) I can not duplicate this on Windows 32bit. On Mac for me drag-and-drop of either active or inactive tab won't work it I first hold the mouse in the clicked state. This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it.
