MOXy/SDO added runtime dependency on xjc and xml.bind.impl, but those jars were missed in P2 features for 2.1

Added Blaise, I want to verify that the dependency is in fact runtime now.

runtime dependency was confirmed by Rick and Dave. 

After further discussion we deferred this fix in 2.1 until 2.1.3, but will fix in 2.2 now.

this dependency changed. o.e.p.moxy.dynamic was originally going to be part of moxy, but then split into its own project, and then wasn't able to become an OSGi component either. The dependency still esists with  utils/eclipselink.utils.jaxb and o.e.p.moxy.dynamic, but neither are OSGi or shipped via p2 so there is no need to update the features.
