In N20101118-2000, there was an NPE from running this task in our build.  I'll attach the .log and the build log.

We were using the bundles from 3.7M3 to run the task.

Proposed fix

Added or removed bundles should not be part of the xml elements dumped for deprecation check.

Running the task locally I did not get any NPEs.

Adding Kim as an additional reviewer to confirm the fix in the build.
