The purpose of this bug is to be a place for exchanging code between interested parties with relation to the new OSGi Enterprise Tools project, which is currently in the Proposal Phase, according to the Eclipse Development Process. 

Some of the interested parties in the project would like to exchange parts of the source code that they plan to contribute to the project. The motivation for this is to help alignment of the initial contributions by the different parties in advance, and safe the time in waiting for the whole process to complete.

Closing this bug. The Libra project is now provisioned. Committers can start the IP process for their initial contributions.
