maybe it is intended,
but for example notepad++ and many other IDEs/editors dont have this behavior:

when I scroll with ctrl-up or ctrl-down, the cursor moves out off the visible area, when it reaches the first respectivly the last line.
in other words, the curser always stays in the same line, even when it is not visible anymore.

This prevents me, to insert code in the visible area to wich I just scrolled (I'm forced to use mouse).

Reproducible: Always

Steps to Reproduce:
1.scroll with ctrl+up/down
2.until curser reach the last line
3.and scroll on
