Since Felix ConfigAdmin contains a ServiceTrackerCustomizer which is incompatible with that provided by Equinox 3.7, need to implement bug 310217 before this bug.

The changes for OSGi test stubs, OSGi extensions, util, test, and medic have been made on an equinox-3.7-upgrade branch. Medic is the first repo which uses config admin, so switching to implement 310217 first.
