The EditorMenuManager should now be able to work against the WorkbenchWindow MenuManager, without having to be copied to a model and then rendered out.  There is some reconcile work we can do, but once the EMM is stable.

For some value of working. We still have some wrinkles though I'm not sure they're necessarily because of the EMM. Bug 354875 is a major issue although I think I'd consider that more an artefact of our rendering story.
