The Java 1.6 requirement was chosen as understanding during design was that JAX-RS v1.1 specification required Servlet 3.0 for doing JAX-RS development without web.xml. The web.xml'less development is 'recommended' for JAX-RS 1.1 and not required, therefore facet requirement should be adjusted and same Java version as v1.0 of facet (see http://jcp.org/aboutJava/communityprocess/maintenance/jsr311/311changelog.1.1.html).
