Intro.html files within the samples use the otdt.ui.help plugin
as their base href for relative paths to icons.

Since bug 329806 otdt.ui.help is deployed without unpacking,
which breaks the current scheme.

Fix

This simple fix ensures (?) that otdt.ui.help is internally
unpacked when its file URL is determined.
