Similar to stereotypes, users should be able to add annotations via artifact editors.  At the moment, users add annotation by following one of these methods:
  - Right clicking on artifact in TS explorer > Annotations > Create 
  - Opening 'Annotation Property View' > selecting artifact in TS explorer > right clicking in Annotation property view > Add Annotation

It's not clear which annotations have been added to an artifact by looking at the editor.  Providing a list of annotations in the editor where user is able to add, remove, and edit annotations provides consistency with stereotypes and offers better usability

Done. I have added additional annotation section to the right of stereotype section.

Implementation for this enhancement is complete, but there were some issues which required it to be backed out.

There is no longer a need for this enhancement.  Marking it as won't fix.
