When using the template export function, the file that Eclipse generates triggers XML validation warnings because it lacks a schema or DTD.

Reproducible: Always

Steps to Reproduce:
1. Open Preferences->Java->Editor->Templates.
2. Export a template.
3. Place the templates.xml file inside an Eclipse project.

Issues and concerns with Eclipse's Java tooling goes to JDT.
