Select a topic in the Eclipse help tree and the help system select a wrong item to highlight

Reproducible: Always

Steps to Reproduce:
1. Pick up Eclipse SDK 3.6.1
2. Create a non-java plugin project using the template Plug-in with sample help content
3. Click next button to open the Sample Help Table of Contents page
4. Check the check box Primary
5. Click finish to create the project
6. Launch a runtime and open the help page
7. Open the book Sample Table of Contents and expand the toc Samples
8. Select toc item Main Topic2 under Samples
9. The Main Topic2 under Getting Started is selected and highlighted

Main Topic2 under Getting Started is actually selected and hightlighted when you select Main Topic2 under Concepts, Tasks and References as well

This error is happening when performing a show in table of contents for a generated page. It should be easy to fix.

Thank you, Chris, for your prompt response. We not not moving to Eeclipse 3.7 yet. Can you please port it back to 3.6.2?

Are you seeing the problem anywhere other than in this test project? The bug will only be encountered when you go to a navigation page ( a page with no href where Eclipse generates the links for you) which has the same title as another page in the same table of contents.

This was a problem we actually found in our product doc. We have differnt books which have the similar toc structure. And some pages don't have a real page, only contain a bunch of toc files. 
After investigating the problem for a while, we found the help template share the same problem. That's why we opened this bug.
