[NOTE: could be logged as accessibility issue or RFE but I'm thinking this is
a bug]

In the General > Character Sets view I can add a new Input Character Set and
it takes me to the Resource Path column where I can add text. I hit tab but
I'm not taken to the Java Character Set column.

Instead I'm taken to the add icon so I can add another row.

My expectation is that with TAB I would go to the next column over.

Verify once in editing mode, tab goes to the next column.
