With the fix for bug 170244 the Problems view now shows the state in its icon. In order to see the state when starting the workbench we have to load the hidden Problems views.

Here we should try to implement the idea about not updating view's UI while its hidden. Such a separation will give us this feature 'by the virtue of'.

You can't stop sneaking in this comment, can you? ;-) As already mentioned in bug 170244, please file a separate bug to track that.
