1. Window > Open Perspective > Other... > CVS Repository Exploring
2. Hide the 'CVS Repositories' view.
3. The 'History' view should become active, it is not.

Found another problem:
1. Window > Open Perspective > Debug
2. Close the 'Debug' view.
3. No views are active now.

Discovered some other issues surrounding obscured parts that were part of the activation history or parts with parents that weren't actually being rendered.

To clarify, what's different about this problem is that if you try to reopen the 'Debug' view, you will see that the 'Package Explorer' is now visible in the same stack as the 'Debug' view.

Verified with I20101207-0250 on Windows XP.
