I have not tested this in other IE versions, but its not in Firefox.

To reproduce:
- http://rap.eclipsesource.com/rapdemo/business?startup=controls
- tab "Z-Order"
- Move mouse over the buttons at the bottom...

Okay, apparently this is not in IE8, so perhaps this is a beta-issue of IE9.
Will check again when the final version is released.

Issue no longer present in final release of IE9.
