All L-* automated test runs use pluginbuild [0]. Apparently the implementation executes junit3 and junit4 tests separately but fails to distinguish our tests and thus runs all tests twice.

Whatever pluginbuilder was, it seems like a dead or moribund project now. (No activity in their source repo for 10 years, project website disappeared, etc.)

As far as I can tell it is no longer in use by ECF.
