Recently eclipse triggers a full restart of my web application when I save a javascript, a CSS, or a JSP file, instead of just publishing this new resource. I tried tomcat 6/7, different 3.6 eclipse releases, and finally the only "fix" I found is to switch back to eclipse 3.5 that works completely fine.

Does the Dynamic Web Project in question depend on a utility project?  If so, this bug is probably a duplicate of Bug 326456, which will be fixed in WTP 3.2.3.

Given the symptom matches exactly, I'm assuming this is a dup until proven otherwise.
