With the creation of the new eclipse.proposals forum/newsgroup, I think this section gets a lot simpler. In fact, the whole section can reasonably, IMHO, be replaced by a single entry "Proposals" under the "General" category (or something like that--whatever is easiest).

In the meantime, the following forums really don't belong in the "Proposals" section any more:

Tycho - created
Eclipse Logic Framework - withdrawn
EGL Development Tools - created
Mangrove - created
Marketplace client - created
Sapphire - created
Sphinx - created
UOMo - created
eTrice - created

I've moved all of the listed projects into the 'Eclipse Project' category.  How do we want to handle the remaining groups, are their proposals still in progress?
