Build Identifier: 

The TCF specification has a number of grammatical errors and typos that should be fixed. I will attach a patch with some simple improvements.

Proposed fix

Here are some changes to the main TCF spec. It doesn't improve any descriptions, only basic fixes to the languages (mostly missing "the" and similar).
