similar to the recent 'xdc_runtime_Log_DISABLE' #defines that we added to Log.

added xdc_runtime_Assert_DISABLE_ALL to 3.21 stream (r1199) to Assert.

Maybe should be xdc_runtime_Assert_DISABLE instead?
