In org.eclipse.ecf.provider.remoteservice.generic.RemoteServiceRegistrationImpl.createProperties the check for an explicit remote service ranking refers to the Properties being created rather than the props Dictionary passed in.  This should be fixed to get the service ranking (if set explicitly in props Dictionary).

Have to handle null case properly...the fix introduced gives NPE with props==null
