Users need the basic ability to create a Generic JAXB 2.2 platform to support validation and configuration for that specification.

Verified in Build I-3.3.0-2010111820415

Verified Generic JAXB 2.2 appears for the platform when creating a JAXB Project, also it appears if you decide to update a JPA/JAXB/etc..  project via the properties. See the link to view test steps for verification.
