When opening a diagram file for the first time (that's been checked out of CVS), the file is marked as dirty with a ">" decorator, even though there were no modifications made to the file.

Reproducible: Always

Steps to Reproduce:
1. Check out a TS project out of CVS that contains a diagram file
2. Open the diagram file.  Notice that the file is marked with '>' decorator in TS Explorer.
