I just installed the google add ons, was running a tutorial that required selecting Google APIs as the build target but it is not available in my build target menu.  I have restarted numerous times, updated eclipse, but nothing it working.

I suggest you take it up with the developers of the Google plug-in and/or the person that wrote the tutorial. It is at the moment not clear how this is a bug with the base Eclipse.
