I have upgraded BIRT Bundle-Version to 4.0.0 in MANIFEST.MF for Birt 4.0.0 on HEAD stream.
Please upgrade Require-Bundle version in MANIFEST.MF,exapmle:

Require-Bundle:
    org.eclipse.birt.chart.engine;bundle-version="[2.1.0,3.0.0)
--> org.eclipse.birt.chart.engine;bundle-version="[2.1.0,5.0.0)

Please reassign to another birt team if your team done.
