java.io.FileNotFoundException: /buildtest/I20101005-0800/eclipse-testing/test-eclipse/eclipse/plugins/org.eclipse.test_3.3.0/library.xml (No such file or directory)

I have to port the change that loads the version of org.eclipse.test from a property file to the performance tests.

I updated the test artifacts from I20101006-2000 and verified that this fixed the issue.
