There are 23 pkgs in the XDC 3.20.4.68 product that don't declare compatibility keys.

% xdctools_3_20_04_68/xs xdc.tools.path | grep "Compatibility Key: 0," | wc -l
23

Some of these are more important than others.  We should add compat keys... but carefully(!!!) b/c adding a key breaks compatibility with previous [un-key'd] pkg releases.

XDCtools should not complain when a package without compatibility key gets a compatibility key and vice-versa.

This was fixed in xdc-w15.
