Include/Exclude list support has been added to all the API Tools Ant tasks. Looking at the implementation of the tasks, I noticed that some tasks do a complete analysis and only apply the scope (included/excluded list) when generating XML. The tasks would be more efficient if they only analyzed the desired scope rather than filtering the result.

The following tasks do a complete analysis and filter the result:

* API Analysis Task
* API Freeze Task
* API Deprecation Task

The following tasks do a scoped analysis:

* API Use Task
* API Migration Task
* API Compare Task

It would be good to standardize on performing scoped analysis. For example, the Use and Compare tasks build an IApiScope and pass it into the analysis.
