For all protocols I stored my squid proxy password with ActionProvider "Manual".
That works fine except to the xml Validator.

I suppose the bug is that the 
org.eclipse.ui.internal.net.auth.NetAuthenticator.getPasswordAuthentication(NetAuthenticator.java:41)
does not check for settings and asks for password itself 
(see attached ThreadDump.txt - search for "Dialog")

Reproducible: Always

Steps to Reproduce:
1. Start Eclipse with Proxy "Manual" and credentials stored there
2. Access an xml with xsi:schemaLocation specified
3. Dialog comes up

Seems to be a dup of bug 286631. The actual solution is being tracked through bug 312228.
