It seems that the action should be enabled so that a single build can be refreshed.  This doesn't seem to be enabled for any build in my view.

Makes sense to enable that for builds as well. Also, automatic refresh should be added if a user subscribes to a plan.

Fixed in head. Individual builds can now be refreshed from the context menu.
