Resource models are needed for MOXy annotations and XML mapping file

Broke off the MOXy XML Mapping File resource model part of this work as it is a separate requirement. This now just covers MOXy annotations.

This bug probably doesn't make much sense in the context of just annotation support.  Marking as invalid.
