Project web content settings is saved for all Document types  other than "HTML5" document type.

Reproducible: Always

Steps to Reproduce:
1. Open properties of a Web Project.
2. Go to the Web Content Settings page.
3. From the Document type dropdown, select HTML5.
4. Click Apply and then OK.
5. Go back into the web project's properties/Web Content Settings.

Patch to save the Web Content preference for HTML5 document type

As there is no public id for HTML5 document type, save was not happening. Did the modifications to save a not null empty string as public id. 

Patch is for R3_2_maintenance stream.
