If you choose to change the Root Directory in the Export Dialog => Eclipse Product of a project the plugins are exported into this directory. But eclipse.exe is not copied anywhere and therefore missing. The exported eclipse application is therfor not executeable.

Not a bug. Was a mistake in the selected target platform. Chose x86 target platform which seems to be not installed. Sorry for the inconvenience.
