Before 3.6.1 the PIE Renderer added the Triggers on all Slices. Now, min Slices are ignored. I don't know why that change is done, but we need to have the Triggers on all Slices of the Charts. So, it should be possible to configure this.

Steps to Reproduce:
1. Create a Pie Chart containing a min slice
2. Add Tooltip support
3. Test the chart

Minimum slice is not a real datapoint but a collection of some datapoints. So the interactivity on it which reflects a datapoit can not work as usual, such as drill, highlight or scripts which need specific datapoit's information and so on. And it's hard the figure out that if current interactivity is supported or not.
