Steps to reproduce:
1. Run Workbench Demo with business design
2. Click on "Configure the actions and View Menu from View III"
3. The dialog has classic look & feel
In fancy design only buttons have classic style - the dialog shell itself looks good.

I've used a launch configuration that points to the target instead of workspace.
