I sympathize with your complaint because we have the same problem, but I'm not sure if it's really a bug. The selection behavior is controlled by DefaultDsfSelectionPolicy, which will change the selection to the thread that has just suspended, unless another suspended thread is currently selected. I think what you are looking for is a feature to "focus" the debug view on a particular core/process/etc. This I think would be a valuable feature for anyone doing multi-core debugging, but this feature would need to be added in platform.
