I was setting up a target platform using the helios maintenance repo and in the process of fetching various bundles got a whole mess of log entries like the one below. All from the same mirror.

After the first few ideally p2 would have said, "you know, that mirror is refusing all my connections, I'm putting it to the back of the list and not even try it again (for a while at least)".  I know we do have a ranking algorithm but apparently refusing connections is not enough to get down ranked.
