Move the IUIATransfer interface for reading records from loggers to xdc.runtime. This way, the xdc.runtime.Rta module can provide target support for iterating over just those ILoggers which implement this interface.

The interface will need to be reviewed.

Loggers don't provide a standard interface to read from a logger.  We should create a standard interface.
