As per bug 309539, we plan to move the ProfileChangeRequest class to be internal. Currently there is one reference in PDE which creates the class via the constructor. This can easily be replaced with a call to the Planner.

Fixed in HEAD.  Made a minor tweak to avoid calling getPlanner multiple times.  Thanks for the patch.
