When invoking content assist in attribute-embedded scriptlets, we're not providing any proposals.

For example,

<div class="<%= req| >%"></div> will not provide any proposals. Results are returned for scriptlets in custom tag attributes and also outside of attributes in normal content.

The original source has a method to determine if regions that are defined as JSP scriptlet could be interpreted as needing Java content assist. Unfortunately, it didn't consider the simple scenario of it is itself a JSP scriptlet in a complex region.
