Most main menus missing for Java Outline view.

1. open new workspace
2. paste the following line into the Package Explorer:
public class A {}
3. switch to Outline view
==> most main menus not available (e.g. some in the 'Edit' menu or the 'Refactor' top-level menu)

I think this is because the 'org.eclipse.jdt.ui.CodingActionSet' isn't available when the 'Outline' view gets activated. Poking around some more...

This bug is caused by the fact that the org.eclipse.ui.actionSetPartAssociations extension is read but never actually used/queried. When the Java editor is up, the 'org.eclipse.jdt.ui.CodingActionSet' action set needs to be active.

Verified in I20110118-1548 that the main menus are back, but there's still something wrong with the contents of the menus. Filed bug 334859 and bug 334854 to track this.
