The deployable factories need to be checked and override anything that might be caching modules or not able to locate some, specifically binary modules. Binary modules are often lost during certain ways of locating a module.

Luckily there is no manifestation of this bug currently in any WTP code directly, but some adapters under certain circumstances may still discover this error and it should be fixed.

With no manifestations of the issue, I'm closing it, as I can't discover exactly what the issue was. Out of date
