BPEL designer is only working with its default workspace “bpel” and does not care about any other (default) namespace definitions already defined in the file.
This is IMO a minor issue since the BPEL files still contain a valid XML.
But we should keep an eye on it since this could expose hidden bugs in some BPEL execution engines.
