Did you see that with Eclipse.org or on a different repository? I can not reproduce this without more information. If you suppress the Target Milestone attribute it did not show up in the editor, but is in the Attributes and is included when you submit a bug. Created attachment 179182 [details]

I did not suppress the Target Milestone attribute, I rather *disabled* the default supressing.
Please see the attached screenshot for what happens on submit then.
