This enhancement is inspired by bug#324251.

When an association's end is dropped in an empty spot in the diagrams, user gets the chance to create a new association by selecting an existing artifact.  See attached image.  

Selecting 'Existing Element' will only present the user with the elements on the diagram.  This list should contain all the elements from the model so referenced artifacts can easily be selected in the diagram.

For example, if user is referencing an installed module, they should be able to reference the artifacts from the module.
