When the SDO types are defined from the following schema

    xmlns="http://www.example.org/root" 
    elementFormDefault="qualified">

    <xs:element name="root" type="root"/>

    <xs:complexType name="root">
        <xs:attribute ref="xml:base"/>
        <xs:attribute ref="xml:lang"/>
    </xs:complexType>

</xs:schema>

The attributes "base" & "lang" are not being handled in the "http://www.w3.org/XML/1998/namespace" namespace.  It appears as though global attributes are not being correctly namespace qualified.
