If the master page contains header elements/data that cause it to be a greater height than the "header height" property, when rendering to PDF the header output is truncated.  In BIRT 2.5.2, the entire header is displayed properly.

The master page height doesn't take effect was a bug in 2.5.2, which has been fixed in 2.6.0.

You can change the report layout from fixed layout to auto-layout, thus the master page header content won't be cut off in pdf emitter.
