Installing from the update staging site
http://download.eclipse.org/tools/ptp/updates/helios_sr1

Yields "no uncategorized items"
(This behavior is consistent over the last several builds for me.)
The original helios update site, and the ptp update site, 
work just fine.

Same result on Mac and Windows machines.
Using Eclipse Helios original base platform

we need a releng component or something. Filing this under core

I think this was caused by a version mismatch in the site.xml. It should be working now (at least it works for me).
